Course Overview

The use of dangerous goods, including chemicals, has increased significantly over the years. This has increased the risks to people, workplaces and the natural environment.

This course equips learners with the knowledge and practical skills required to load and unload dangerous goods for transportation by road. Learners will cover standard operating procedures, relevant documentation, placarding, Personal Protective Equipment requirements, safety procedures and the responsibilities of the parties involved in the transport of dangerous goods.

The course also supports safe handling, loading and off-loading practices, the securing of loads before, during and after travel, storage requirements, and the identification of hazardous chemicals using dangerous goods classification and the Globally Harmonized System of Classification and Labelling.

Accreditation

This course is accredited with the Transport Education Training Authority and covers Unit Standard 242990, NQF Level 4, 4 Credits.

Day 1:

Once all theory has been completed, learners are taken outside with one facilitator to complete the practical evaluation.

Learning Outcomes

Learners will be able to adhere to standard operating procedures and applicable requirements of South African National Standards 10231 for the loading and unloading of packaged goods and bulk.

Learners will also be able to identify the relevant procedures for loading and unloading packaged and/or bulk goods for various types of transport.

What Learners Will Cover

  • Learners will cover the standard operating procedures for the loading and unloading of packaged goods and bulk, as required by South African National Standards.
  • The course includes the identification of required danger warning diamonds, warning placards, TREM cards and dangerous goods declarations.
  • Learners will also cover how relevant documentation is obtained and verified according to South African National Standards codes of practice, International Maritime Dangerous Goods codes, International Civil Aviation Organization codes and national legislation.
  • Relevant placards for packaged goods and bulk will be identified and described according to South African National Standards codes of practice.
  • Personal Protective Equipment requirements are identified, explained and described as they relate to the loading and unloading of packaged goods and bulk.

Standard Operating Procedures and Compliance

Learners will cover how to comply with standard operating procedures and South African National Standards 10231 after loading and unloading dangerous goods.

The programme includes:

  • Standard operating procedures relating to loading and unloading dangerous goods
  • Relevant statutory procedures according to South African National Standards codes of practice
  • Safety procedures for the loading and unloading of dangerous goods
  • Operational arrangement requirements
  • Correct documentation required by the driver according to national legislation
  • Duties and responsibilities of relevant parties to the agreement
  • The roles of the consignor, operator, consignee and other identified parties
  • The purpose of an operational arrangement in relation to loading and unloading dangerous goods

Legislative Context

  • Specific legislation and codes of practice have been put in place to control the handling, loading, off-loading, storage and transportation of dangerous goods.
  • Regulation 277(2) of the National Road Traffic Act stipulates that companies or entities involved in the handling, storage and transportation of dangerous goods must have qualified persons responsible for these activities.

Theoretical Content

The theoretical component covers:

  • Legislation and standards, including SABS and SANS codes
  • Identification and labelling requirements of hazardous substances
  • PPE requirements
  • Load and unload requirements
  • Duties and responsibilities of the relevant parties
  • Compatibility, segregation and classes of dangerous goods
  • Handling, storage and disposal of dangerous goods
  • Required danger warning diamonds, warning placards, TREM cards and dangerous goods declarations

Practical Evaluation

The practical evaluation covers:

  • Prepare for loading
  • Conduct loading and securing freight
  • Conduct the off-loading process

Assessment and Competency

All training programmes are outcome-based and assessed according to the relevant unit standards and outcomes. Assessment criteria consist of a formative assessment.

All learners are required to achieve 80% and above for theoretical assessments.

All learners are required to achieve 100% for practical assessments.
